Just the labour cost approx - how much roughly would you expect, forget all the tiles and what type etc, adhesive etc just labour. How much would you charge?

Urgent Help From an Electrician / Gas Man Please?

First off I'm in the UK if that makes any difference... By the way its almost 2am here so I can't call anyone for advice!
I'm re tiling the bathroom and dropped a tile behind the radiator. its knocked out the screw to the earth wire that's connected to the back of the radiator where I can't get to in order to screw it back in. Its a terribly bad job because it's a council property, see pic below to get a better idea.

Is there any risk of electric shock? The door has been removed from the bathroom as I'm putting a new one in and I have a small dog in the house. What can I do? I have some electrical tape, would that help? Please could someone give me some advice, I'm worrying myself silly and I can't go to bed until I know what's what!
Also, have they made a complete mess of the wiring? Is it unsafe? I know that's irrelevant right now but on Monday I plan on ringing up and giving them the biggest b***ocking of their lives! They've obviously not done a good enough job if a screw just falls out.
Thanks for your answer, but I can't reconnect it. The thing (sorry, I don't know what it's called!) that the wire screws in to is behind the radiator, and there's only an inch gap between it and the wall.
